Plot Overview
A dead Navy commander washes up on the beach along with the bodies of several drug dealers. The NCIS team is tasked with clearing his name, and unwittingly uncovers a terrorist plot to cause a massive blackout across the eastern half of the United States by blowing up key power lines.
