Plot Overview
A double homicide investigation by Detective Justin Kemp of Metro PD leads to a Petty Officer Ned Quin who was pronounced dead by Duckie in 1991. Upon finding Quin, Gibbs feels that he may be innocent and begins another investigation into the murders while trying to prevent Kemp from taking Quin.

At the end of the episode, Gibbs takes Quin to meet his daughter. Gibbs confesses that he would do anything to spend more time with his daughter, but that will never happen. After Quin goes into the house, Gibbs calls his father.
