Cecil Terwilliger wanted to become a sideshow character on Krusty the Klown's television show, but that plum went to his brother Bob. Instead, he became Springfield's chief hydrological engineer.

Recommended his brother be released from jail to come work for him. Attempted to embezzle money earmarked for a hydroelectric dam, trying to frame Bob when it eventually collapsed. Ended up in jail, scuffling with his brother for the top bunk.
