Plot Overview
Welles, a Top Ten fugitive, returns from exile in Mexico, wounding two Border Patrol Guards in the process, and heads for San Diego, where he meets up with a childhood friend who's mourning the overdose death of his daughter. He offers to exact revenge on the military policeman that his friend blames for the death, but is fatally wounded by FBI agents before he can carry out the scheme. Nikos, his friend, decides to carry out the revenge scheme himself, and Erskine must race to stop him.
