Plot Overview
A serial killer stalks homeless men, and Tony becomes suspicious of the town's Medical Examiner. Also, he's been assigned to oversee the Commissioner's Ball, an event that unites the police Commissioners of several cities, but he's not prepared for the headaches that go along with the duty.
