Plot Overview
Tony's friend Joey is found alive and well and placed in jail after stealing a cab and leading the cops on a high-speed chase. He continues to pursue a case against shelter owner Ennis and orders a farm that Ennis owns be dug up to find the dead girl's body, but when that fails, he works on Joey to get him to turn on Ennis. Tony also gets a chronic complainer off his back with some trickery involving a search light. Rachel manages to get through to a child who has trouble reading, but still winds up quitting her job, and after Tony nails Ennis, he also quits his job as Commissioner.
