Plot Overview
A zombie called Crybaby Clown is terrorizing Crystal Cove, and a mysterious figure entreats mayor Janet Nettles to track down Mystery Inc. to stop him. The mysterious figure turns out to be Velma, who has everyone except Daphne (who has found a new boyfriend) reunited, but neither she or Fred have their old deducting and trapping moxie.
