Clifford C. Clavin Jr is the son of Cliff Sr. and Ester. His father abandoned his family early in Cliff's life, and he responded by becoming overly attached to his mother, living with her well into his adult life.

Cliff is a proud member of the U.S. Postal Service. He is a fan of useless trivia, and can often be heard saying "It's a little known fact..." prior to stating an interesting (and often questionable) fact. This love of trivia lead him to being a big fan of the popular game show Jeopardy!. Cliff also aspired to be a stand up comedian, performing at open mic nights, writing jokes for the postal newsletter, and submitting jokes to The Tonight Show's Johnny Carson.

• John Ratzenberger auditioned for the role of Norm, and while he didn't seem appropriate for that part, the producers wrote the part of Cliff for him. Initially, it was only to be a 7 episode guest run.
