An increase in youth crime has the officers concerned, and Ponch has a possible solution...get the kids involved in physical activity such as karate. He gets some of the kids at the youth center involved, which leads him into a face-to-face meeting with an old enemy, a guy who bullied him in school and is now a Fagin-like crook who has kids stealing cars for him. That guy just happens to be a karate master, which leads to a karate showdown between him and Ponch.
