Tom Zarek is the Quorum representative for the colony Sagittaron. He is an opponent of President Roslin, and an advocate of ceasing what he sees as an obsession with continuing life as if nothing happened, people working and doing things in the fleet for no compensation or reason other than it is the job they performed before the Colonies were destroyed. He was jailed for the destruction of a Colonial government building and the murder of several Colonial government workers, claiming that he was fighting for the rights of the Sagitarron colony. As with any demagogue, he attempts to gain power in the Colonies by impassioned appeals to the emotions of his followers, and while many follow him and see him as a visionary leader, many, even some of those from Sagitarron, see him as a terrorist.
Zarek was being transported on the prison ship Astral Queen to a parole hearing at the time of the Cylon attack.
