Justice for All is the fifteenth episode of the ninth season of Walker, Texas Ranger, and the one hundred ninety-third episode overall.

A young woman is attacked,and assaulted just as she entered her Home.The attacker not only raped her,he had beaten her.The Police are called,Neighbors hearing the commotion.Two Officers arrive on the scene.The rapist flees out the window.AN ambulance is called,and while one of the Officers stays with the young woman,the other pursues the rapist.He catches up with the attacker who then gives him attitude.The Police Officer Sgt.Thomas gives the attacker a similar beating that he gave the young woman.If it was'nt for the intervention of his partner,Sgt.Thomas would have killed the rapist.This incident takes place six Months earlier.Since then,there have been charges brought up against the Police Officer,and the City of Colby,where the two Officers work.The lawsuit charges Officer Thomas with using excessive force against the rapist Slim Jackson,a known sex offender.Jacksons lawyer,one Otis Gainer has made a career out of suing Police Departments for using excessive force on alledged offenders.This lawyer Gainer is in reality ambitious,and has dreams of both money,and power.His willingness to sue at the drop of a hat,plus his ambition to run for Public Office will catch up to him.But not in any good way.This latest case of suing the Police to the tune of six million dollars proves to be his undoing.As Gainer is about to enter his car in the parking lot,a hooded figure whose face is unseen,but is recognized by Gainer shoots Gainer,and leaves abruptly.Who couls have shot Gainer?There are a number of suspects.It could be one of the two Colby County Policemen that were both suspended pending the lawsuit.Or,perhaps Tom Jakes,the Father of the young woman,who had been badly beaten by Jackson?Or,maybe a fellow Police Officer whom Gainer had also sued,thus costing the Police Officer his career?Or,perhaps it could be someone that Gainer had crossed up?Whichever ansewr it could be,it will fall to the Rangers to investigate,and bring in the killer.
This is one of those who could have done it,and why episodes.In episodes like this,there is always a plot twist.Something unexpected.
