Plot Overview
Now Captain, Rowling officially takes over and begins implementing some of her policies. When a gang war threatens to erupt, her property seizure plan is put to the test when she has to use it as leverage, despite the moral quandary it will put her in.
Dutch and Claudette are relegated to a serial robber.
