Plot Overview
When a joint I.I.B. and Metro police drug investigation begins failing and suspicion falls on two Metro cops of the Anti-Gang Unit, Sgt. MacClusky is asked to look into the unit. She enlists Toby who with Oz goes to a bar which the undercover police frequent and when one of the undercover cops, Ross Miller dies from an overdose of spiked cocaine the Metro police and his family close ranks and Toby finds himself being harrassed by Miller's partner Scott O'Neil.
