Plot Overview
A girl that David likes dies in his arms at a school dance from an overdose of crack, and Tony, back in the Commissioner's position, works to find the pusher responsible for getting her hooked. He catches up to the man, only to discover that he's untouchable as he's needed by the DEA to nail a bigger fish. Tony's forced to kick the creep loose, which causes a rift between him and David.
