Plot Overview
Senator Jim Bannard comes to Stockton to campaign for re-election for his Senate seat and meets with old friend Victoria. Bannard's opponent, corrupt judge William Daggett, hires a photographer to stage a faked photo of Victoria and Bannard to use as a blackmail tool to try to force Bannard to withdraw from the election.
