Plot Overview
Hooker and Romano find themselves at odds after Romano accuses a fellow cop of cowardice during a shoot-out with armed robbers. Romano believes that the accused cop's actions led to him and her partner being seriously wounded, but Hooker, whom she asked to defend her at an Internal Affairs board, believes that he can clear her by doing a thorough job. Hooker's defense becomes more complicated when he learns that she was involved in a similar incident a few years before.
