Plot Overview
Romano becomes the subject of fellow officers' scorn when he refuses to shoot at a cop-killing armed robber. He knew that the kid's gun, taken from the officer he killed, was empty and therefore saw no reason to fire at him. It all bounces back in Romano's face when the punk gets off lightly with a negligent homicide conviction, freeing him to commit another robbery.
