Plot Overview

In a big city to put on a rodeo for underprivileged kids, Stoney soon finds himself butting heads with Juvenile Probation officer Kincaid, whom he reluctantly gets to help sell tickets for the event. One of Kincaid's charges, mouthy punk Frankie, breaks into his desk and steals some of the money raised from the ticket sales.
