Plot Overview
Lt. Jacoby enlists Gunn's help in tracking down a murderous escapee from a mental institution. He's gotten ahold of a powerful explosive device that could blow up a significant portion of the city, and he's also mailed a gun with one chamber empty to the Mayor, insisting that the Mayor commit suicide by midnight, or else he'll detonate the device.
