Plot Overview
A retired mailman who just wants to sail his boat through the inlet behind his house finds that he can't, due to a drawbridge that hasn't been raised in years. He goes to the railroad company whose tracks are across the bridge, but he cannot get them to raise the bridge, resulting in a series of threats and petty charges leveled back and forth between the two sides. The bickering exasperates an already frustrated Parker, who's upset that Arcaro allowed a prisoner to attack him in an elevator and escape custody.
