Plot Overview
43 recently arrested prisoners are released due to what first appears to be a computer error, but is really a clever computer hack by a secretary in the D.A.'s office to release one particularly violent criminal, whom she hires to kill her abusive husband. Hunter takes it upon himself to find that man, whom he arrested for assault, while the other Metro officers, including Captain Devane, pursue the other offenders, including a con artist and a thief who steals manhole covers.

Yes, that IS Captain Devane out in the field, chasing down a suspect! He offered to help Hunter, and Hunter assigned him to look for the guy stealing manhole covers, but he helps out on another bust or two.
