Plot Overview
A serial killer posing as a uniformed cop is killing hookers, and McCall is dismayed to discover that Debbie Small, whom she befriended during her undercover stint as a schoolteacher, has run away from her home in Florida and came back to L.A. working as a prostitute, and is also the witness to one of the phony cop's killings.
