Max broke his leg when he falls from the stairs. 99 and The Chief gives him a break while he recuperates so in his boredom he begins to spy on his neighbors. One night, he hears a shout and begin to spy and found out that one of his neighbors, Mr. Amsterdam is a serial killer but things get out of control when Amsterdam looks through his window and sees Max spying. Amsterdam is worried that Max may know his secret so he is on his way to kill him but Max hides in his apartment for a few time and just before Amsterdam kills him 99 arrives and stab his leg. Amsterdam went to jail for killing several people found in his apartment.
