Plot Overview

Newly deputized as agents for the Department of Narcotics and Dangerous Drugs, Torello and his team set out for Mexico to bring back Luca. A trip that they assumed would only take one day, if that, turns into much more, as the Task Force finds themselves caught up in red tape. Luca informs Torello that Mexico has no extradition treaty with the U.S. and to get off his property or be arrested for trespassing. The President of the country sees Luca as a 'benefactor' who's bringing industry into the country and refuses to aid Torello. The Task Force nevertheless continues their plan to find and destroy Luca's drug manufacturing plant. Eventually, the few allies that Torello has in Mexico are eliminated by Luca, along with the President. He then appoints the country's top police official as the new President and orders him to arrest Torello and his team for murder.
