Channel 4 is a British television channel started in 1982. It is generally considered to be a close competitor of BBC Two. Although supported by commercial advertising, it is owned by Channel Four Television Corporation, a unit of the British government's Department for Digital, Culture, Media and Sport, effectively making Channel 4 a state-owned network like the BBC.

Unlike previous UK stations, Channel 4 was designed from the start to be a publisher-broadcaster, meaning that it would commission nearly 100% of its output from the independent sector (the channel's only major in-house production was the viewers' response show Right to Reply).
