Q is moving Picard back and forth through time between three diffrerent time periods. In each time period there is a temporal anomoly in the Devron system. Q tells Picard that he will destroy humanity.

At the end of the episode, Q revleals that he actually cares about mankind to some degree. The temporal anomly was a test dictated by the Continuum.
