Magic User's Club! is a shōjo (girl's) comedy anime series that follows up an earlier Original Video Animation from 1996. It is also known as Maho Tsukai Tai!.
At the start of the OVA a mysterious alien object called the "Bell" set up shop in the middle of the ocean. It didn't overtly attack anyone, though any force that tried to repel it was decimated. Humanity lived in a somewhat uneasy truce with the Bell for a while, though it would occasionally send out probes to investigate possible threats. The probes soon located a curiosity in the form of the Kitanohashi High School Magic Users' Club, a group of students who gathered together regularly to study real magic. Eventually club member and freshman Sae Sawanoguchi turned the Bell into a giant cherry blossom tree, blanketing Tokyo in a constant rain of flower petals.
As the television series begins, the city is still suffering from the floral precipitation, but life has largely returned to normal for the Magic User's Club. Instead, they find themselves dealing with typical teenage problems such as unrequited crushes, troublesome parents, and the manipulative (and big breasted) president of the manga club. Things don't stay normal for very long though, when strange magical occurrences begin to trouble the school, and it's up to Sae to root out the cause of the mysterious spells.
Magic User's Club was eventually adapted into two separate manga - a shōjo (girl's) manga by Tammy Ohta published in Asuka DX, and a shōnen (boy's) manga by Shamneko published in Dragon Comics.
