Phil Ken Sebben, believing that several items have been stolen from his office (despite the fact that they never actually existed), starts a number of severe security measures, including security cameras everywhere, a color-coded threat alert system (with color levels such as "Blackwatch Plaid" and the cover of the Rush album Moving Pictures), and a news ticker running across the bottom of the screen.
Harvey, ordered by Phil to get a big case by the end of the day, takes on Secret Squirrel's case; because Secret has to open his trench coat every time he takes out one of his spy gadgets, he's been arrested for indecent exposure. In court, Harvey argues that every time Secret opened his coat, it was strictly in the line of duty; Phil, however, shows the court security camera footage that proves that Secret was indeed flashing someone. Harvey loses the case.
To get Phil to stop videotaping everyone, Peanut obtains some video footage of Phil involved in kinky goings-on in a motel room.
