Genesis II (1973) is a TV movie created by Gene Roddenberry, about a futuristic Earth in which the PAX organization is the only thing standing between humans and the rule of the Nazi-like Tyranians. Like its sequels/remakes Planet Earth and Strange New World, it was intended as a pilot for a new series, but none of the concepts took off.
